How do I access Brawly's Gym in Sapphire, having beaten Flannery's Gym first?

I skipped Brawly, and now I beat the Fire Gym. I'm at Norman's Gym now. I need Brawly's badge to beat him. How do I reach Brawly's Gym?

Go to Route 104 or 109. Talk to Mr. Briney on whichever route he's on. He'll take you to Dewford Town.
