In Pokémon Legends Arceus, most of the Evolutions added have a good reason why they can't evolve into the Pokémon in Legends Arceus in the future. Such as the white striped Basculin that evolve into Basculegion not appearing in the mainline games. On of the Pokémon that has and extra evolution in PLA is Ursaring, evolving into Ursaluna. But it struck me that Ursaring doesn't have a reason provided it can't evolve in the future. So why can't it? Surely a block of peat isn't hard to come by?

It's because ursaluna is extinct according to screenrant
but maybe its because ursaluna wasn't introduced in legends arceus and may be in scarlet and violet.
but this is just my prediction and opinion.☺
Ursaluna was introduced in Legends Arceus. There is no mention of Ursaluna going extinct in official material, and Screenrant is infamously an awful source for valid and valuable information

Ursaring can't evolve in the "present" because its evolution item was introduced in Hisui, and not a game set in the present. We know that Ursaluna is going to be in Paldea though, so it's not farfetched to think the Peat Block will be available to evolve Ursaring.

(If you don't want spoilers then please look away from this comment.) According to leaks, the last point made in this answer isn't entirely true. It can be transferred in, however I don't believe that the peat block is in the game. I'm assuming that the DB is just guessing based off of what's been officially revealed. If this is incorrect, then please let me know. :)

Apart from the whole game mechanics thing and the given answers.
The most likely answer to why we don't see Ursaluna in the games set in more present time is the mineral composition of the peat block.
It could very simply require a very specific set of minerals in the peat that was extremely common in the Legends Arceus time and is extremely rare or non-existent in present day.
That is at least my guess for a lore reason.
