I’m annoying

Dipplin @ Eviolite
Ability: Sticky Hold
Tera Type: Steel
EVs: 252 HP / 252 Atk / 4 SpD
Brave Nature
IVs: 0 Spe
- Dragon Tail
- Recover / Growth
- Giga Drain
- Sucker Punch

Dipplin can use Eviolite, and has Sticky Hold. Hold up, we got a beefy apple! An annoying moveset too?! Hold up!!! Too bad this thing doesn’t have access to hazards. Dragon Tail makes your opponents go around and around. Recover gives some recovery, or Growth to be more offensive. Giga Drain is recovery from your opponents. Sucker Punch is priority. Tera Steel is really defensive. Time to rack up those rage-quits.

it can actually use Eviolite in the game code?
It can on Showdown, so I believe the same would be so in the game. I’m pretty sure this is confirmed but I’m too lazy to check.
I thought Dipplin was a fully evolved pokemon
The fact it can use eviolite basically confirms it will evolve in the indigo disk dlc
Shouldn't this be used after Stealth rocks, Spikes, or Toxic spikes is set up?
Probably. I did say, “Too bad this thing doesn’t have access to hazards.”
You know your theory that Dipplin has an evolution? You got it correct! it evolves into Hydrapple in the Indigo Disk expansion.
